It's as if horizontal stripes across my display are using a different color depth. I have tried several different driver versions for the 7950GTX installed in my machine but they all exhibit the same problem.
All the edges of system folders, browser windows, etc also have a heavy oscillating horizontal dark grey banding phenomenon that I just can't get rid of.
It affects the items on the desktop and the background alike.
Is this the video card or the display going out?

Did you uninstall each driver before trying the next one? I ask because multiple drivers for the same thing could cause this problem.
Have you tried uninstalling the original driver and reinstalling it?
Also just for giggles, you might want to check your video cable going from the laptop to the desktop monitor. Check the pins, make sure they are all aligned correctly and make sure the ports are not loose and such.
This will take care of the initial check points. If everything is good with this stuff, you'll want to contact tech support.

I do unstall the old drivers before upgrading and it's happening on the laptop screen itself, my external monitor doesn't have any issues.
The last set of drivers have been installed for some time which is why I suspect the card or the screen is having issues.

Ah, I would difinitely call tech support then. They will be able to narrow it down quicker and then suggest how to go about fixing it.

Try booting into an Ubuntu live CD and see if it still happens. If so, its the screen. If not, it might be the OS, or it might just be the driver, however unlikely that seems...
If the problem doesn't transfer over to your external monitor, I have a feeling your laptop screen might be acting up.

OK. well the problem has become chronic. I cannot seem to use the laptop at all without the video distortion. The external monitor connection works just fine.
So this leads me to believe that the connection to or the panel itself will fail soon.
How much is a replacement panel for a 9260 (1920x1200) and what kind of time frame would I be looking at for turnaround?
