I believe there is an option for a TV tuner on a couple of Sagers. The NP9262 comes to mind for one.
As for faster RAM, I'm not sure it exist yet even for desktops. How fast are you looking for?
As to SSD , they are coming, but the ones on the market now are flawed in design and won't last very long. That's the reason XoticPC does not offer them right now. They don't want to give the customer inferior product. Improvments are being worked on and we may see them by end of next year at the soonest.

Yeah you can get notebooks with 1066MHz DDR3 now but it's not a big deal. DDR3 is still more expensive than it's worth for the most part. A couple extra MHz in your CPU will more than trump DDR3 so unless you are buying the absolute fastest CPU available, DDR3 won't help you much. DDR3 is slightly more efficient but still the numbers are small.
DDR3 will be more of an issue next year with Intel's new CPUs which will require it. But you don't migrate your RAM from your old laptop so who cares? Except maybe for geek bragging rights at the office.
If you get a TV tuner be sure it's digital or it won't work after about six months. You can buy ExpressCard or USB TV tuners at BestBuy for about $100.
SSDs are still new and expensive but you will see more of them in the next year or so. I think it would be nice to offer them as an OEM installation and I believe they do for some models. It depends on the vendor. I just ordered a 64GB OCZ SSD for $99 after rebate. That's a hell of a deal that I couldn't pass up otherwise I'd not bother. Still not sure what I'm going to do with it yet. It should be here this week. I hear it suffers from slow write times and occassional pausing so I'm not sure it's worth installing my OS on it....I think I'll install my apps on it and speed up application launch times and game load times. It's more or less just a new toy to play with.

XoticPC offers about 4 or 5 machines with the Blu-Ray option:)

Most people can't afford to put 8 gigs worth of DDR3 into their desktop, let alone laptop....
There is always a target market.

Why would you want DDR3 that is faster than what the processor can handle anyway? you would just be throwing your money away. As far as I know there are not any (moblie) processors that can handle the 1800MHz. So anyone selling you a product with it is ripping you off.

There isn't even a desktop motherboard that truly supports 8GB of DDR3... They say they do, but if you try to run it, you will get constant blue screens and crashes.

Not only that, for a home user, nothing uses even CLOSE to 8 GB RAM. You could run 10 instances of Vista Ultimate x64 and STILL not use 8 GB RAM... well idk about that but still its a retarded amount for a home user.
