I am looking for a 14' /15' Laptop for Business/Personal use. I need to use for CPU Intensive Programming / Graphics design/Web Design . Occasionally use it for gaming.

I owned Dell , IBM , HP Laptops earlier and looking for a change

Well, with a budget of $1400 or less the best you can do CPU-wise is a 2.53Ghz. Since you will be doing CPU intensive programming I’d like to see you with a 2.8Ghz, but that throws you way outside your budget. The 2.53Ghz will work, but the 2.8 would just be better, that’s all.
Here are some choices I came up with within your budget or at least very close:
This one would be only about $5.00 over your budget so I included it to give you more choice.
It does include free shipping, so that helps. It has enough power for all your needs, has a decent GPU, large Hard drive and comes with a few extras like Blue-tooth, Case and Mouse. Plus it has a decent warranty. You didn’t specify an Operating System so I assume Vista or XP is fine with you. This machine comes with Vista.
Oh, by the way, the machines come pre-loaded with the OS, but you do get the full CD with them. (unlike HP, Dell and the rest that just pre-load then stick a backup file in some obscure place on your hard drive you’ll never find and if you do, you wouldn’t be able to access it anyway. Plus with XoticPC you don’t get any garbage software loaded, known as bloatware. You just get a nice clean PC with the drivers and OS and that’s it.

It has a great video card for your needs, but I feel the screen resolution is not quite up to par unless you don’t need anything higher. This is the only machine I could configure with the highest CPU it can handle and still be within range of your budget. So I figured it’s worth looking at.
The nice things here are that it has a high res screen, the CPU of course, a decent video card for your needs, a faster hard drive (7200 rpm vs 5400 rpm). I had to configure it for Win XP even though it comes with 4GB of RAM. (XP will only recognize up to 3GB) However, I figured it’s good to have if you wanted to go with Vista or something later. The only thing is with this machine to stay within your budget your missing out on upgrading to a far better warranty offered by XoticPC.

No, I'm afraid it does not support 8GB.
However, one thing to note is that even a 64bit OS will only recognize up to 6GB at the moment. I'm sure there will be an OS eventually that will recognize 8GB, but when is unknown.
Also, unless your doing system intensive stuff (even more than gaming) like video editing or some parts of CAD or something, you will find 4GB to be plenty.
By the way, you will need to run Vista 64 bit to recognize all 4GB of memory. Otherwise, if your going to be running XP or Vista 32bit then it will only recognize up to 3GB of memory.
That said though, I think for your intended uses you stated, even 2GB is enough memory, but since most of the machines come with 4GB it doesn't hurt to have it on hand for the possible future.
